What Is TVöD-P
TVöD-P stands for Tarifvertrag für den öffentlichen Dienst Pflege. In English: the Collective Pay Agreement for Public Sector Nursing.
It is a legally binding pay agreement negotiated between the German public sector employers association and ver.di, Germany's largest trade union. It sets the salary, working conditions, leave entitlements, and pay progression rules for all nurses employed in German public sector hospitals and care facilities.
TVöD-P applies to:
All nurses at public hospitals (Kreiskrankenhäuser, Universitätsklinika, and municipal hospitals).
All nurses at university hospitals across all 16 German states.
Most large care facilities run by public authorities.
Church-run facilities under Caritas (Catholic) and Diakonie (Protestant) use their own collective agreements called AVR Caritas and AVR Diakonie, which are structured very similarly to TVöD-P and typically pay 10 to 15 percent above the TVöD-P rates.
Private hospital groups like Helios and Asklepios have their own agreements but use TVöD-P as a benchmark. Some private hospitals pay above TVöD-P to attract nurses. Some pay at TVöD-P level. Very few pay below.
Why TVöD-P Matters for Indian Nurses
TVöD-P has three features that directly benefit Indian nurses compared to private sector or unregulated employment.
Feature 1: Your salary cannot be individually negotiated down.
Under TVöD-P your salary is determined by your pay group and experience level. It is not subject to individual negotiation. A German employer cannot offer you less than the TVöD-P rate for your group simply because you are an international nurse or because you accepted a lower offer. If the employer follows TVöD-P, you receive the same salary as any German nurse at the same experience level in the same pay group.
German law does not allow salary discrimination based on nationality. You receive exactly the same salary as a German nurse at the same experience level.
Feature 2: Your salary increases automatically without negotiation.
Under TVöD-P, salary increments happen automatically based on years of service, every 1 to 3 years without needing to negotiate. You do not need to ask for a raise. You do not need to prove your value to your manager. The system advances you automatically.
Feature 3: The overall agreement increases annually through collective bargaining.
On May 1 2026 salaries in TVöD-P increased by 2.8 percent. At the same time the nursing allowance rose to 141.82 euros per month. These increases apply to every nurse under TVöD-P automatically. You do not need to do anything.
The TVöD-P Pay Groups for Nurses
TVöD-P uses a pay group system to classify nursing roles. The most relevant pay groups for Indian nurses are:
P6: General registered nurse (Pflegefachkraft) after full Anerkennung. This is the starting pay group for most Indian BSc Nursing and GNM graduates after receiving their German nursing licence.
Starting salary P6 is approximately 2,930 to 3,100 euros per month gross from May 2026 depending on the specific step within P6.
P7: Nurse with specialist responsibilities or additional formal qualification. Nurses who complete the Fachweiterbildung specialist qualification in ICU, OT, emergency nursing, or paediatrics are typically classified in P7.
Salary in P7: approximately 3,200 to 3,600 euros per month gross.
P8: Senior nurse, charge nurse, or ward coordinator with leadership responsibilities.
Salary in P8: approximately 3,500 to 4,000 euros per month gross.
P9 and above: Nurse managers, advanced nurse practitioners, and nursing directors. Salary above 4,000 euros per month gross.
Note: During the recognition and adaptation period before full Anerkennung, Indian nurses work as Pflegehilfskräfte (nursing assistants) and are not yet in the TVöD-P nursing pay group system. The statutory nursing minimum wages apply instead: 16.52 euros per hour for basic assistants and 17.80 euros per hour for qualified assistants from July 1 2026. Once full Anerkennung is granted, your salary moves directly to P6 of TVöD-P.
Experience Steps Within Each
Pay Group
Within each pay group, TVöD-P has multiple experience steps called Erfahrungsstufen. You start at Step 1 when you first enter a pay group and progress through the steps automatically over time.
For pay group P6 the steps work approximately like this:
Step 1: Starting salary when you first enter P6 after Anerkennung. Approximately 2,930 to 3,100 euros per month gross from May 2026.
Step 2: After completing your probation period, typically 6 months. Small salary increase automatically.
Step 3: After approximately 1 year in P6. Salary increases automatically.
Step 4: After approximately 3 years in P6. Salary increases automatically.
Step 5: After approximately 6 years in P6. Salary increases automatically.
Step 6: After approximately 10 years in P6. Highest step within P6.
The exact step you enter depends on whether your German employer counts any of your Indian clinical experience toward your step placement. Some employers count verified Indian experience toward a higher starting step. Always ask your employer explicitly about this during your job offer negotiation.
The Nursing Allowance (Pflegezulage)
In addition to base salary, TVöD-P includes a dedicated nursing allowance called the Pflegezulage.
From May 1 2026 the nursing allowance rose to 141.82 euros per month. This is paid in addition to your base P6 salary and applies to all registered nurses in direct patient care roles.
This allowance was specifically introduced to attract and retain nursing staff amid the severe nationwide nursing shortage. It is a recognition that nursing work deserves additional compensation beyond the general TVöD pay scale.
For Indian nurses, this means your total monthly compensation in P6 from May 2026 is:
Base P6 starting salary: approximately 2,930 euros. Plus nursing allowance: 141.82 euros. Total before other additions: approximately 3,072 euros per month gross.
Shift Allowances on Top of TVöD-P
The TVöD-P base salary does not include shift allowances. These are paid separately and added to your monthly payslip.
Night shift allowance: 1.28 euros per hour for each hour worked between 21:00 and 06:00. For a nurse working regular night shifts of 8 hours, this adds approximately 150 to 200 euros per month extra.
Weekend allowance: 1.28 euros per hour for Saturday work. 1.79 euros per hour for Sunday work.
Public holiday allowance: Full day's pay at 135 percent of normal rate for each public holiday worked.
On-call duty (Rufbereitschaft): Paid at 12.5 percent of your hourly rate for each hour on call. If called in during on-call duty, full hourly rate applies.
Nurses who regularly work night shifts and weekends under TVöD-P earn approximately 300 to 600 euros per month extra compared to nurses working only day shifts.
TVöD-P Annual Leave and Benefits
Leave entitlements under TVöD-P:
Annual leave: 30 days per year for full-time nurses. This is in addition to German public holidays of which there are 9 to 13 per year depending on the German state.
Sick pay: Full salary continues for up to 6 weeks during illness per illness episode. After 6 weeks, your statutory health insurance (GKV) pays Krankengeld sick benefit of approximately 70 percent of your gross salary for up to 78 weeks.
Pension: Your employer contributes to the VBL pension scheme (Versorgungsanstalt des Bundes und der Länder) in addition to the statutory German pension insurance contributions.
Training and development: TVöD-P entitles nurses to paid study leave for approved continuing education and specialist training (Fachweiterbildung). Most large hospitals fund the full cost of specialist training under TVöD-P.
How TVöD-P Compares to Private
Sector Nursing Pay
Not every German hospital or care facility follows TVöD-P. Here is the honest comparison:
Public hospitals under TVöD-P: Transparent, structured, automatic increments, strong legal protections, 30 days leave, specialist training rights. Starting salary P6 approximately 3,072 euros gross including nursing allowance.
Church-run facilities under AVR Caritas or AVR Diakonie: Typically 10 to 15 percent above TVöD-P base rates. Similar structure with automatic increments. Often the highest-paying nursing employer type in Germany.
