But there is a second route that most nurses in Tamil Nadu have never heard of. A route that is completely free. Run by the German government. Has placed over 8,000 nurses since 2013. And has a post-placement satisfaction rate of over 90 percent.

It is called the Triple Win Programme.

This post gives you the complete verified guide to Triple Win based on official information from GIZ (Deutsche Gesellschaft fur Internationale Zusammenarbeit) and the German Federal Employment Agency.

What Is Triple Win

Triple Win is an official German government programme jointly run by two German government organisations.

The Federal Employment Agency (Bundesagentur fur Arbeit, BA) through its International Placement Services division ZAV. And GIZ, Germany's international development cooperation agency.

The programme has been placing qualified nurses from partner countries in German hospitals and care facilities since 2013. As of 2026 more than 8,000 nurses and nursing trainees have been placed in approximately 400 German healthcare facilities through Triple Win. Over 6,000 of them have already arrived and are working in Germany.

The programme is called Triple Win because it creates three winners simultaneously.

Win 1: The nurse. You get a structured, supported, free pathway to a nursing career in Germany with full integration support from arrival to settlement.

Win 2: Germany. German hospitals and care facilities get pre-vetted, qualified, linguistically prepared nursing professionals to fill their urgent vacancies.

Win 3: India. Your remittances contribute to sustainable development at home. The programme works only with countries that have a surplus of trained nurses, meaning the domestic healthcare system is not weakened by your departure.

Who Can Apply from India

This is the most important section for Tamil Nadu nurses to read carefully.

Triple Win currently organises placements for nursing staff from the Indian states of Kerala and Telangana only.

Tamil Nadu nurses are not currently eligible for Triple Win as a direct applicant state.

However, Tamil Nadu nurses who hold a nursing registration in Kerala or who have significant clinical experience in Kerala hospitals should check directly with the Kerala partner authority NORKA Roots whether they qualify.

For Kerala nurses: Apply through NORKA Roots, the Non-Resident Keralites Affairs department, which is the designated partner authority for Triple Win in Kerala.

For Telangana nurses: Apply through the Telangana State Employment Agency which coordinates Triple Win placement for Telangana-registered nurses.

Eligibility requirements for Indian nurses:

You must hold a valid nursing qualification (BSc Nursing or GNM) from an INC-recognised institution and be registered with the State Nursing Council.

You must have some practical clinical experience after your nursing qualification. The exact minimum experience requirement is confirmed during the selection process.

You must be willing to complete German language training organised by Triple Win before departure. At minimum B1 German is required before arrival in Germany under the standard pathway.

Under the Anerkennungspartnerschaft visa introduced in March 2024, some Triple Win nurses can now arrive with A2 German and complete B1 and B2 while employed in Germany.

What Triple Win Covers for Free

This is what makes Triple Win fundamentally different from private recruitment agencies.

Triple Win follows the employer pays principle. Your German employer covers the expenses for the placement, the language course, and your trip to Germany. You pay nothing.

Specifically, Triple Win provides or organises at no cost to the nurse:

Language course organisation up to B1 level before departure, typically through a Goethe-Institut or partner language school.

Professional nursing orientation courses covering German healthcare system terminology, clinical protocols, and workplace culture.

Document verification and Anerkennung coordination. Because Triple Win operates through government-to-government placement agreements, your qualifications are pre-vetted before you are selected. German employers can be confident your credentials are legitimate.

Job matching with a German hospital or care facility from Triple Win's network of approximately 400 partner employers across Germany.

Selection interviews conducted in India. You do not need to travel to Germany for an interview.

Visa application coordination and support.

On-arrival integration support in Germany. GIZ integration advisors help you complete all administrative tasks on a single day including bank account opening, health insurance registration, tax number application, and address registration.

Ongoing integration support throughout your first months in Germany.

How the Triple Win Process Works

The Triple Win process has two main phases.

Phase 1: Selection and preparation in India.

Step 1: Apply through your state partner authority. Kerala nurses apply through NORKA Roots. Telangana nurses apply through the Telangana State Employment Agency.

Step 2: Initial screening. The partner authority checks your formal nursing qualifications, registration, and experience before you are shortlisted.

Step 3: Selection interview. ZAV and GIZ conduct selection interviews in India to confirm your suitability. 6,000 nurses applied for one round and 300 were accepted according to a Kerala nurse placed in Bavaria.

Step 4: Language training. Triple Win organises German language training for selected candidates. This typically runs through a Goethe-Institut or accredited partner language school and takes you to B1 level before departure.

Step 5: Professional nursing orientation. Selected nurses complete preparatory courses covering German healthcare system terminology, clinical vocabulary, and workplace culture specific to German hospitals and care facilities.

Step 6: Employer matching. ZAV uploads selected candidate CVs to a database. German employers from Triple Win's network request candidates based on their profile requirements. You are matched with a suitable employer.

Step 7: Employer interview. A final interview with your matched German employer is conducted.

Step 8: Visa application. Triple Win coordinates your visa documentation. The initial visa is typically valid for one year and can be converted to a residence permit once you complete B2 German and your Anerkennung recognition.

Phase 2: Arrival and integration in Germany.

Step 9: Arrive in Germany. Your employer provides accommodation support for the initial period.

Step 10: GIZ integration support. GIZ integration advisors help you complete all mandatory administrative registrations. Triple Win helps candidates complete their tasks for state administrations in a single day.

Step 11: Begin work as nursing assistant. You work as a nursing assistant during the Anerkennung recognition and adaptation period while earning a salary.

Step 12: Complete language training to B2. You reach B2 German while working in Germany. Many nurses complete this within their first year of employment.

Step 13: Full Anerkennung and nursing licence. After completing adaptation requirements and B2 German, you receive full recognition as a qualified nurse in Germany and your salary moves to the full registered nurse scale.

What Happens After You Arrive

Once you arrive in Germany under Triple Win, your legal pathway is identical to any other qualified Indian nurse in Germany.

You work as a nursing assistant until your foreign qualification is recognised, which you should obtain in your first year of employment.

Your initial visa is typically valid for one year and can be converted into a residence permit once you successfully complete the B2 exam and the recognition process in Germany.

After 4 to 5 years of working as a qualified nurse you are eligible for permanent residency. EU Blue Card holders with salaries above the threshold can apply in as little as 21 months with B1 German.

Family reunification is possible when you have stable employment and adequate housing. Your spouse and children can apply to join you in Germany.

Why Triple Win Is Different from

Private Recruitment Agencies

This distinction matters enormously for Indian nurses evaluating their options.

Triple Win is a government programme run by Germany's Federal Employment Agency and GIZ. It is not a private business. It operates under international standards for ethical and fair recruitment validated by the World Health Organization.

Private recruitment agencies charge fees to employers ranging from 8,000 to 18,000 euros per nurse placed. Some charge fees to nurses directly. Some charge advance fees before any job offer is confirmed.

Triple Win charges nothing to nurses. The employer pays all costs. This is the fundamental ethical difference.

Triple Win also provides post-placement support that most private agencies do not. GIZ integration advisors work with nurses in Germany throughout their first months. What Triple Win Cannot Do

Be honest with yourself about the limitations of Triple Win.

Triple Win currently accepts only Kerala and Telangana nurses from India. Tamil Nadu, Karnataka, Andhra Pradesh, and other state nurses cannot apply directly through Triple Win.

The selection process is competitive. 6,000 women and men applied in one recruitment round and 300 were accepted. You need a strong qualification, relevant clinical experience, and genuine commitment to Germany.

The timeline is not fast. The selection, language training, and visa process take significant time before you arrive in Germany. If you need to reach Germany urgently, the standard skilled worker visa route with your own employer placement may be faster.

How to Apply for Triple Win

Kerala nurses:

Contact NORKA Roots at norkaroots.org or visit your nearest NORKA district office. NORKA Roots is the designated partner authority for Triple Win in Kerala and handles the initial application and screening process for Kerala-based nurses.

Telangana nurses:

Contact the Telangana State Employment Exchange or the relevant employment agency in Telangana that coordinates Triple Win placements.

Monitor this website regularly. Triple Win recruitment rounds open periodically. When a new round opens in Kerala or Telangana, apply immediately. Competition is high and places fill quickly.

What Tamil Nadu Nurses Should Do
