Masters in Germany at Public Universities: Complete Free Tuition Guide for Indian Students 2026

There is one fact about higher education in Germany that most Indian students find hard to believe when they first hear it.

Public universities in Germany charge zero tuition fees. Not reduced fees. Not subsidised fees. Zero.

This applies to Indian students exactly the same as German students. A Masters degree at a top-ranked German public university costs you nothing in tuition. You pay only a small semester contribution of 250 to 350 euros per semester for administrative costs, which often includes a city-wide public transport pass.

This has been the policy since 2014 when the last German state abolished tuition fees. The reason is rooted in Germany's constitutional principle that higher education should be accessible regardless of economic background.

What You Actually Pay in Germany

Semester contribution: 250 to 400 euros per semester. This covers administration, student services, and usually a Semesterticket giving you free public transport across the city. For a 2-year Masters this is approximately 1,000 to 1,600 euros total.

Living expenses: 850 to 1,200 euros per month depending on the city. This covers rent, food, health insurance, and transport.

Blocked account (Sperrkonto): 11,904 euros deposited into a German blocked account before your visa is approved. This money is yours. Germany releases 992 euros per month to you to cover living costs. Nothing is lost. It is your own money held as proof of financial sufficiency for the visa.

APS certificate: Rs. 18,000 one-time fee for document verification.

Total 2-year Masters budget in Germany: Tuition: Zero. Semester contributions: Rs. 1.37 lakh to Rs. 2.19 lakh total over 2 years. Living costs: Rs. 18.25 lakh to Rs. 25.74 lakh over 2 years. Total: approximately Rs. 20 lakh to Rs. 28 lakh all-in for a complete 2-year Masters degree.

Compare this to the UK where the same degree costs Rs. 50 lakh to Rs. 80 lakh in tuition alone. Or the USA where tuition is Rs. 40 lakh to Rs. 80 lakh per year.

These are the strongest public universities in Germany for Indian Masters students based on QS World Rankings 2026 and admission outcomes.

Technical University of Munich (TUM): Consistently ranked in the global top 50. Strongest in engineering, computer science, life sciences, and management. Important note: TUM introduced tuition fees of 4,000 to 6,000 euros per semester for some programs in 2024. If budget is a concern, LMU Munich offers comparable quality in the same city at zero tuition.

RWTH Aachen University: Germany's top university for engineering and technology. Very affordable city. Strong industry connections with companies like Siemens, ThyssenKrupp, and Ford.

Ludwig Maximilian University Munich (LMU): One of Germany's 11 Excellence Universities. Zero tuition. Strong in life sciences, humanities, economics, and law. Same city as TUM, zero tuition.

TU Berlin: Highly regarded for computer science, engineering, and architecture. Semester fee includes Berlin's entire public transport network, saving 90 euros per month.

Step by Step Process for Indian Students

Step 1: Research programs. Use the DAAD database at daad.de to search for English-taught Masters programs in your field. Filter by language, field of study, and degree type. Most applications open in October to December for the following winter semester starting October.

Step 2: Apply for APS certificate. This is mandatory for all Indian students applying to German universities. Start this 4 to 6 months before your university application deadline. APS processing takes 3 to 4 weeks normally and up to 3 months during peak season.

Step 3: Prepare your documents. Your Bachelor's degree certificate and transcripts, IELTS or TOEFL score, statement of purpose, letters of recommendation, CV, and APS certificate.

Step 4: Apply to universities. Most German universities use Uni-Assist as the central application portal. Some universities have direct applications. University application deadlines are typically January to May for winter semester starting October.

Post-Study Work Rights

One of the strongest advantages of studying in Germany is what happens after you graduate.

18-month post-study work visa: After graduating from a German university you receive an 18-month job seeker visa allowing you to stay in Germany and find employment related to your qualification. This is one of the most generous post-study work policies in Europe.
