APS Certificate for Indian Students Going to Germany: Complete 2026 Guide

If you are an Indian student planning to study in Germany in 2026, there is one document you cannot miss. Without it, no German university will process your application and no German Embassy will give you a student visa.

It is called the APS Certificate.

This post explains exactly what APS is, what changed in 2026, how much it costs, how long it takes, and the exact steps to apply.

What Is the APS Certificate

APS stands for Akademische Prüfstelle. In English, this means Academic Evaluation Centre.

It is a department of the German Embassy in New Delhi. Its only job is to verify that your Indian academic documents are genuine before you apply to German universities.

Think of it as a trust stamp. When you submit your APS certificate along with your university application, the university knows your documents are real and verified. Without it, they will not even read your application.

The APS certificate has been mandatory for all Indian students applying to German universities since November 2022. It is not optional. It is not something you can skip. Every Indian student planning to study in Germany needs it.

What Changed in 2026

There is one major update you must know about if you are applying for Winter Semester 2026/27 or later.

From 15 March 2026, APS India introduced a new minimum marks requirement for undergraduate admissions in Germany.

You must have scored at least 70 percent overall in your Class 12 certificate to be eligible for undergraduate admission pathways in Germany. This applies to all Indian boards including CBSE, ICSE, and all state boards.

Two pathways exist for undergraduate students:

Pathway 1: Studienkolleg route Class 12 with 70 percent or above, plus APS certificate. Qualifies you for subject-restricted admission via Studienkolleg, which is a German foundation year program.

Pathway 2: Direct admission route Class 12 with 70 percent or above, plus APS certificate, plus at least one successfully completed academic year in a Bachelor's program at a recognised Indian university. Qualifies you for direct admission to the same or closely related field of study in Germany.

For Masters students, the existing criteria apply. You need your Bachelor's degree documents verified by APS.

Important: APS certificates that were already issued before March 2026 remain valid. The new rules apply only to new applications for Winter Semester 2026/27 onwards.

How Much Does APS Cost

The APS certificate fee is Rs. 18,000.

This fee is completely non-refundable under any circumstances. Even if your application is rejected or incomplete, you will not get the money back.

Pay online through CCAvenue on the APS India website. CCAvenue accepts cards, UPI, and net banking. Online payment is processed faster than bank transfer and strongly recommended.

How Long Does APS Take

Standard processing time is 3 to 4 weeks from the date APS receives your complete application package.

During peak application season, which is typically May to August, processing can take up to 8 to 10 weeks.

Since April 2023, APS India issues only digital certificates. You receive a digitally signed PDF to your registered email address. There is no physical paper certificate anymore.

The APS certificate is valid indefinitely once issued. You apply for it only once in your lifetime unless you advance to a higher degree that changes your admission category.

Documents Required for APS

For Masters degree applicants:

Complete APS application form, printed and signed with a passport-size photograph.

Class 10 mark sheet and certificate, institution certified copy.

Class 12 mark sheet and certificate, institution certified copy.

All semester mark sheets from your Bachelor's degree, institution certified copies.

Bachelor's degree certificate, institution certified copy.

Valid passport copy.

Language certificate if applicable.

Important: Self-attested copies are no longer accepted under the 2026 guidelines. All copies must be certified by the institution that issued them. Submitting self-attested copies is now a strict rejection criterion.

Step by Step Application Process

Step 1: Go to the official APS India website at aps-india.de. Create an account using your full name exactly as it appears on your passport.

Step 2: Select your category. Choose whether you are applying for Bachelor's or Master's admission. The document checklist differs depending on your category.

Step 3: Fill the online application form completely. Download it, print it, sign it, and attach a passport-size photograph.

Step 4: Pay the fee of Rs. 18,000 online through CCAvenue. Save your payment receipt.

Step 5: Collect all required documents. Get institution-certified copies of all academic certificates and mark sheets. Do not use self-attested copies.

Step 6: Send your complete application package by courier to the APS India office in New Delhi. Personal drop-offs are not accepted.

Step 7: Wait for processing. Standard processing takes 3 to 4 weeks. During peak season allow 8 to 10 weeks.

Step 8: Receive your digital APS certificate by email as a secure PDF. Download and save it immediately.

When Should You Apply

This is the most important planning point.

If you are targeting Winter Semester 2026 which starts in October 2026, the Uni-Assist application deadline is July 15, 2026. You need your APS certificate in hand well before that deadline.

This means you should have applied for APS by April or May 2026 at the latest.

If you apply in June you risk peak season delays of 8 to 10 weeks which could push your certificate delivery to August or September, after the application deadline.

For Summer Semester 2027 which starts in April 2027, begin your APS application by October 2026.

The general rule is simple. Apply for APS at least 4 to 6 months before your university application deadline.

What Happens After APS

Once you have your APS certificate, you can proceed with:

University applications through Uni-Assist or directly to German universities.

German student visa application at the German Embassy or Consulate in India.

Blocked account setup. Germany requires you to prove financial sufficiency by depositing 11,904 euros approximately Rs. 11 lakh into a blocked German bank account before your visa is issued.

Health insurance arrangement. Mandatory before visa issuance.

Who Does Not Need APS

A small number of students are exempt:

Students funded by German government scholarships such as DAAD.

Students holding international school certificates such as A-Levels or International Baccalaureate.

Students attending short courses lasting less than 90 days.

If you hold a standard Indian school or university qualification, you need APS. There are no other exemptions.
