APS Certificate 2026 New Rule: What the 70 Percent Class 12 Requirement Means for Indian Students Going to Germany

On 15 March 2026, APS India quietly updated the eligibility criteria for Indian students applying to study in Germany. The change affects undergraduate applicants in a significant way and has created a lot of confusion among students and parents across India.

This post explains exactly what changed, who is affected, who is not affected, and what you should do right now if you are planning to study in Germany.

What Changed on 15 March 2026

From Winter Semester 2026/27 onwards, APS India requires a minimum of 70 percent overall marks in Class 12 for Indian students applying for undergraduate programs in Germany. The updated criteria were published in the Anabin database on March 15, 2026.

In plain words: if you scored below 70 percent in your Class 12 board exam, you are no longer eligible to apply for undergraduate admission to German universities from Winter Semester 2026/27 onwards.

This applies to all Indian school boards including CBSE, ICSE, and all state boards across Tamil Nadu, Kerala, Karnataka, Maharashtra, and every other state.

Who Is Affected by This Rule

This rule affects only one specific group:

Indian students who: Completed Class 12 in India, AND Want to pursue a Bachelor's degree in Germany, AND Are applying for Winter Semester 2026/27 or later.

If you fall into this group and scored below 70 percent in Class 12, you cannot currently apply for undergraduate admission pathways in Germany.

Who Is NOT Affected

This is very important. Most students reading this post are not affected.

APS certificate applications for Master's and PhD programs are not affected. Applications submitted before March 15, 2026 are assessed under the old rules.

The rule does not affect you if:

You are applying for a Masters degree in Germany. The 70 percent rule applies only to Bachelor's applicants. Masters students follow the existing criteria based on their undergraduate degree.

You already have an APS certificate. All previously issued APS certificates remain fully valid. No reapplication is needed.

You submitted your APS application before 15 March 2026. Your application is assessed under the old criteria.

You have a DAAD or German government scholarship. You may be exempt from the APS requirement entirely.

You hold international qualifications like A-Levels or International Baccalaureate. You may be exempt.

You are applying for a short course under 90 days. APS is not required.

The Two Undergraduate Pathways Under the New Rule

For students who do meet the 70 percent requirement, two pathways exist:

Pathway 1: Studienkolleg route

Class 12 with 70 percent or above, plus APS certificate.

This qualifies you for subject-restricted admission via Studienkolleg, which is a German foundation year program. After completing Studienkolleg and passing the Feststellungsprufung, you can apply to German universities for your Bachelor's.

Pathway 2: Direct admission route

Class 12 with 70 percent or above, plus APS certificate, plus at least one successfully completed academic year in a Bachelor's program at a recognised Indian university.

This qualifies you for direct subject-restricted admission to the same or closely related field of study in Germany.

Completing one academic year does not automatically guarantee direct admission. German universities still make the final admission decisions.

What This Means for Masters Students in Tamil Nadu

If you are a healthcare professional from Tamil Nadu planning to do Masters in Germany, this new rule does not affect you directly.

Your eligibility for Masters admission in Germany is based on your Bachelor's degree, not your Class 12 marks.

What matters for Masters applicants:

Your Bachelor's degree from a recognised Indian university.

Your APS certificate verifying your Bachelor's degree and transcripts.

Your German language proficiency or IELTS or TOEFL score depending on the program.

Your field of study matching the Masters program you are applying for.

The 70 percent Class 12 rule is relevant only if you are simultaneously applying for a Bachelor's program. For Masters, the process remains the same as before.

What If You Scored Below 70 Percent in Class 12

If you are a student who scored below 70 percent in Class 12 and want to study in Germany, here is the honest picture.

Option 1: Complete a Bachelor's in India first, then apply for Masters in Germany.

This is the most practical route. A completed Indian Bachelor's degree removes the Class 12 percentage barrier entirely for Masters admission. Many students from Tamil Nadu are choosing this path.

Option 2: Check if your specific program has different requirements.

Some German universities and programs have specific entry requirements that differ from the general APS criteria. Always check directly with the university you are targeting.

Option 3: Consider programs in Austria or Switzerland.

Both countries have strong German-language universities with different eligibility criteria for Indian students. APS is not required for Austria.

APS Certificate Basics for 2026

For students who are eligible and planning to apply for Germany, here is a quick reminder of the APS process:

Cost: Rs. 18,000, completely non-refundable.

Processing time: 3 to 4 weeks standard. Up to 3 months during peak season from May to August.

APS India shifted to digital verification and processing now takes around 3 to 4 weeks, which is a major improvement for students applying for Winter intake.

Format: Digital PDF certificate with digital signature. No physical paper certificate is issued anymore.

Validity: Indefinite. Valid for life once issued.

Self-attested copies: Not accepted. All document copies must be certified by the institution that issued them.

Key deadline for Winter 2026/27: The Uni-Assist application deadline is July 15, 2026. You need your APS certificate well before that date. If you apply in June you risk peak season delays.

Does the 70 percent rule apply to Tamil Nadu state board students?

Yes. The 70 percent minimum applies to all Indian boards without exception, including Tamil Nadu state board, CBSE, and ICSE.

I scored 68 percent in Class 12. Can I still go to Germany for Masters?

Yes. Your Class 12 percentage does not affect Masters admission. What matters for Masters is your Bachelor's degree performance and the APS verification of your undergraduate documents.
